  1. The word of a person who is not particular about Deen and not devoted to the Shariat is of no consideration in the matter of sighting the moon.
  2. For example: he frequently sins, he does not perform his Salaat, he does not fast, he speaks lies or commits other sins.
  3. Even if such a person takes an oath, or many oaths, his word will not be accepted.
  4. In fact, even if there are a few such people, then too, their word will not be accepted regarding the sighting of the moon.
