  1. Besides the husband, no one else can issue talaaq.
  2. However, if the husband told someone to give talaaq to his (the husband’s) wife, then that person can also give.
  3. The above is called Tafweez-e-Talaaq – Talaaq by Proxy.
  4. The delegation of talaaq could be to the wife as well.
